Getting a West Virginia Driver License

New Drivers

West Virginia employs a Graduated Driver’s Licensing (GDL) system for new drivers. At the first stage of this system, Level 1, applicants between the ages of 15 and 18 must pass a knowledge test and have a parent or guardian sign the application in order to receive a learner’s permit. This permit allows new drivers to practice driving between the hours of 5 am and 10 pm when a licensed driver over the age of 21 is in the front passenger seat. The learner’s permit expires on the driver’s 18th birthday and is not renewable.

Drivers who have held a learner’s permit for a minimum of six months and are at least 16 years of age are eligible to take a road skills test to advance to Level 2, the Intermediate Driver’s License. The applicant must also be infraction-free for the six months preceding the road skills test and have a completed 50-hour certification form signed by a parent or guardian. Drivers who hold an Intermediate Driver’s License are allowed to drive unsupervised to work, school, or religious activities between the hours of 5 am and 10 am, or to any location at any time when a licensed driver over the age of 21 is in the front passenger seat. Passengers are also restricted by age and number during the first 12 months of holding an Intermediate License. The Intermediate License expires on the driver’s 18th birthday.

The 3rd level of West Virginia’s GDL is a Full Class E License. Drivers must be at least 17 years of age, have held an Intermediate License for at least 12 months, and be infraction free for the 12 months prior to application for a Full License. Expiration of the initial Full License occurs on the driver’s 21st birthday, and then will follow the standard renewal process.

West Virginia License Renewal

In West Virginia, you can renew your driver’s license by visiting one of the Division of Motor Vehicles Regional Offices in person. You may also be eligible to renew your license online. Check your eligibility on the West Virginia DMV website.

West Virginia Enhanced Driver’s License and REAL ID

West Virginia drivers have the option of choosing a REAL ID-compliant driver’s license. REAL ID is a credential that will be required as of October 1st, 2021, for travel on domestic flights and to access federal property, such as military bases. REAL IDs look like standard West Virginia driver’s licenses with the addition of a gold star.

Drivers wishing to obtain a REAL ID-compliant license are required to provide the following:

  • One proof of identity document
  • One proof of Social Security number document
  • Two proofs of West Virginia residency documents with name and physical address
  • Proof of legal name change document(s) if their name has ever changed or is different than the provided proof of identity document
